  1  1    Section 1.  Section 257.11, subsection 5, unnumbered
  1  2 paragraph 1, Code 2017, is amended to read as follows:
  1  3 Shared operational functions == increased student
  1  4 opportunities == budget years beginning in 2014 through 2019.
  1  5    Sec. 2.  Section 257.11, subsection 5, paragraphs c and d,
  1  6 Code 2017, are amended to read as follows:
  1  7    c.  Supplementary weighting pursuant to this subsection
  1  8 shall be available to a school district for a maximum of
  1  9 five years during the period commencing with the budget year
  1 10 beginning July 1, 2014, through the budget year beginning
  1 11 July 1, 2019 and succeeding budget years. The maximum amount
  1 12 of additional weighting for which a school district shall be
  1 13 eligible in a budget year is twenty=one additional pupils.
  1 14 Criteria for determining the qualification of operational
  1 15 functions for supplementary weighting shall be determined by
  1 16 the department by rule, through consideration of increased
  1 17 student opportunities.
  1 18    d.  Supplementary weighting pursuant to this subsection
  1 19 shall be available to an area education agency for a maximum of
  1 20 five years during the period commencing with the budget year
  1 21 beginning July 1, 2014, through the budget year beginning July
  1 22 1, 2019 and succeeding budget years. The minimum amount of
  1 23 additional funding for which an area education agency shall
  1 24 be eligible in a budget year is thirty thousand dollars, and
  1 25 the maximum amount of additional funding for which an area
  1 26 education agency shall be eligible is two hundred thousand
  1 27 dollars. The department of management shall annually set
  1 28 a weighting for each area education agency to generate the
  1 29 approved operational sharing expense using the area education
  1 30 agency's special education cost per pupil amount and foundation
  1 31 level. Criteria for determining the qualification of
  1 32 operational functions for supplementary weighting shall be
  1 33 determined by the department by rule, through consideration of
  1 34 increased student opportunities.
  1 35    Sec. 3.  Section 257.11, subsection 5, paragraph e, Code
  2  1 2017, is amended by striking the paragraph.
  2  2                           EXPLANATION
  2  3 The inclusion of this explanation does not constitute agreement with
  2  4 the explanation's substance by the members of the general assembly.
  2  5    Code section 257.11(5) provides supplementary weighting
  2  6 for school districts and area education agencies that share
  2  7 operational functions. A district that shares with a political
  2  8 subdivision one or more operational functions of a curriculum
  2  9 director or school counselor, or one or more operational
  2 10 functions in the areas of superintendent management, business
  2 11 management, human resources, transportation, or operation and
  2 12 maintenance for at least 20 percent of the school year is
  2 13 assigned a supplementary weighting for each shared operational
  2 14 function. Supplementary weighting under this provision is
  2 15 available for a maximum of five school budget years beginning
  2 16 July 1, 2014, through the budget year beginning July 1, 2019.
  2 17    This bill strikes the provisions limiting the number of
  2 18 years for which the supplemental weighting may be claimed
  2 19 and the provisions establishing the period of school budget
  2 20 years during which the supplementary weighting may be claimed,
  2 21 including the future repeal of such provisions.
