House Resolution 115 - Introduced HOUSE RESOLUTION NO. 115 BY ANDREWS A Resolution honoring the nation of Taiwan. 1 WHEREAS, the state of Iowa established a 2 sister-state relationship with Taiwan in 1989, and 3 Iowa and Taiwan have enjoyed strong bilateral trade, 4 educational and cultural exchanges, and tourism; and 5 WHEREAS, on November 5, 2021, the Senate and House 6 of Representatives established the Iowa Statehouse 7 Taiwan Friendship Caucus, with bipartisan support, 8 the fourth such caucus established in midwestern 9 states; and 10 WHEREAS, Taiwan shares the same values of freedom, 11 democracy, human rights, the rule of law, peace, and 12 prosperity with the United States and Iowa; and 13 WHEREAS, the United States ranks as the second 14 largest trading partner of Taiwan, and Taiwan is among 15 the largest trading partners of the United States, and 16 trade between the United States and Taiwan reached more 17 than $127 billion in 2023; and 18 WHEREAS, Taiwan and Iowa have enjoyed a long and 19 mutually beneficial relationship with the prospect of 20 future growth, and Taiwan was the fourth largest export 21 market in Asia in 2023; and 22 WHEREAS, Taiwan and Iowa enjoy a strong partnership 23 through the new Iowa International Center on Partner 24 States Program; and 25 WHEREAS, to strengthen the Taiwan-Iowa bilateral 26 economic relationship, it is essential to support Iowa 27 businesses and to enhance economic engagement with 28 -1- LSB 6223YH (2) 90 jm/jh 1/ 3
H.R. 115 Taiwan based on the federal Taiwan Relations Act; and 1 WHEREAS, as the federal Taiwan Relations Act 2 stipulates that “[w]henever the laws of the United 3 States refer or relate to foreign countries, nations, 4 states, governments, or similar entities, such terms 5 shall include and such laws shall apply with respect to 6 Taiwan”, it is legitimate for Iowa businesses to refer 7 to Taiwan as “Taiwan” in conducting their business ties 8 with Taiwan; and 9 WHEREAS, negotiations for a bilateral trade 10 agreement between Taiwan and the United States are an 11 important step toward further strengthening bilateral 12 trade between the countries, thereby increasing Iowa’s 13 exports to Taiwan and creating bilateral investment and 14 technical collaboration through tariff reduction and 15 other trade facilitation measures; and 16 WHEREAS, Taiwan has undertaken a policy of 17 “steadfast diplomacy” in international relations, 18 and Taiwan is capable of and willing to fulfill its 19 responsibilities and to collaborate with the world 20 to deal with such challenges as humanitarian aid and 21 disease control; NOW THEREFORE, 22 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, That 23 the House of Representatives reaffirms its commitment 24 to strengthening and deepening ties with Taiwan; and 25 BE IT FURTHER RESOLVED, That the House of 26 Representatives reaffirms support for the federal 27 Taiwan Relations Act and encourages Iowa businesses to 28 make reference to “Taiwan” when engaged in business 29 relations; and 30 -2- LSB 6223YH (2) 90 jm/jh 2/ 3
H.R. 115 BE IT FURTHER RESOLVED, That the House of 1 Representatives endorses the efforts of Taiwan to 2 secure the signing of a bilateral trade agreement 3 with the United States, and reiterates support for a 4 closer economic and trade partnership between Iowa and 5 Taiwan; and 6 BE IT FURTHER RESOLVED, That the House of 7 Representatives shall continue to support the 8 meaningful participation of Taiwan in international 9 organizations which impact the health, safety, and 10 well-being of the people of Taiwan, and supports 11 Taiwan’s aspiration to make more contributions 12 internationally. 13 -3- LSB 6223YH (2) 90 jm/jh 3/ 3
