S.F. 144 Section 1. OPERATION OF STATE PARKS AND RECREATION AREAS —— 1 REQUEST FOR PROPOSALS. 2 1. The natural resource commission shall, by rules adopted 3 pursuant to chapter 17A, establish a competitive selection 4 process for the awarding of contracts to eligible private 5 entities to provide certain services in state parks and 6 recreation areas. 7 2. The procedure established shall include issuance of a 8 formal request for proposals by the commission. The request 9 for proposals shall provide private entities with sufficient 10 information about the commission’s requirements and goals to 11 allow the entities to propose solutions to those requirements 12 and goals, including increasing services and reducing costs in 13 state parks and recreation areas. 14 EXPLANATION 15 This bill requires the natural resource commission, by rule, 16 to establish a competitive selection process for the awarding 17 of contracts to eligible private entities to provide certain 18 services in state parks and recreation areas. 19 The procedure established must include issuance of a formal 20 request for proposals that provides private entities with 21 sufficient information about the commission’s requirements and 22 goals to allow the entities to propose solutions, including 23 increasing services and reducing costs in state parks and 24 recreation areas. 25 -1- LSB 2133XS (3) 84 av/nh 1/ 1
