S.F. 2035 Section 1. Section 272.8, subsection 3, Code 2014, is 1 amended to read as follows: 2 3. Practitioner preparation and professional development 3 programs offered in this state by out-of-state institutions 4 must be approved by the board in order to fulfill requirements 5 for licensure or renewal of a license by an applicant. 6 Notwithstanding this section and section 256.16, if an 7 applicant from another state or country meets the requirements 8 of this section but has not met the assessment requirement of 9 section 256.16, subsection 1, paragraph “a” , subparagraph (2), 10 the board may issue to the applicant a conditional teaching 11 license which shall be valid for not more than two years. The 12 conditional teaching license shall authorize the applicant to 13 be employed as a full-time beginning, probationary teacher in 14 a subject area which shall be specified on the conditional 15 license by the board. 16 EXPLANATION 17 The inclusion of this explanation does not constitute agreement with 18 the explanation’s substance by the members of the general assembly. 19 This bill provides an exception to Code section 256.16, to 20 allow the board of educational examiners to issue a conditional 21 teaching license to an applicant from another state or 22 country who has not taken the subject assessments that measure 23 pedagogy and subject area knowledge. Students must take these 24 assessments in an approved practitioner preparation program 25 and must score above the 25th percentile nationally in order 26 to graduate from the program. The applicant must file with 27 the board evidence of the possession of all other required or 28 equivalent requirements. The conditional teaching license is 29 valid for not more than two years and authorizes the applicant 30 to be employed as a full-time beginning, probationary teacher 31 in a subject area which shall be specified on the license. 32 -1- LSB 5054XS (4) 85 kh/rj 1/ 1
