Section
1.
Section
216.19,
subsection
2,
Code
2024,
is
1
amended
to
read
as
follows:

2.
A
city
with
a
population
of
twenty-nine
thousand,
or
3
greater,
shall
maintain
an
independent
local
civil
rights
4
agency
or
commission
,
consistent
with
commission
rules
adopted
5
pursuant
to
chapter
17A
,
that
is
a
division
or
bureau
of
the
6
executive
office
.
An
agency
or
commission
for
which
a
staff
is
7
provided
shall
have
control
over
such
staff.
A
city
required
8
to
maintain
a
local
civil
rights
agency
or
commission
shall
9
structure
and
adequately
fund
the
agency
or
commission
in
order
10
to
effect
cooperative
undertakings
with
the
Iowa
civil
rights
11
commission
and
to
aid
in
effectuating
the
purposes
of
this
12
chapter
.

Sec.
2.
Section
216.19,
Code
2024,
is
amended
by
adding
the
14
following
new
subsections:

NEW
SUBSECTION
.
9.
Any
complaint
filed
with
a
local
agency
16
or
commission
against
a
taxing
authority
shall
be
referred
to
17
and
heard
by
the
Iowa
civil
rights
commission.

NEW
SUBSECTION
.
10.
A
local
agency
or
commission
case
shall
19
expire
after
twelve
months
of
the
filing
date
of
the
complaint
20
to
the
local
agency
or
commission.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
23
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
local
civil
rights
commissions
or
25
agencies.
Current
law
provides
that
a
city
with
a
population
26
of
29,000
is
required
to
establish
a
local
civil
rights
27
commission
or
agency.
The
bill
provides
that
such
an
agency
28
or
commission
shall
be
a
division
or
bureau
of
the
executive
29
office
of
the
city.
30
The
bill
also
provides
that
any
complaint
that
is
filed
31
with
a
local
commission
or
agency
that
is
against
a
taxing
32
authority
shall
be
referred
to
and
heard
by
the
Iowa
civil
33
rights
commission.
The
bill
provides
that
a
local
agency
or
34
commission
case
shall
expire
after
12
months.
