APPROPRIATION.
There
is

appropriated
from
the
general
fund
of
the
state
to
the

department
of
health
and
human
services
for
the
fiscal
year

beginning
July
1,
2024,
and
ending
June
30,
2025,
the
following

amounts,
or
so
much
thereof
as
is
necessary
to
be
used
for
the
6
purpose
designated:

To
supplement
funds
received
from
the
federal
substance
8
abuse
and
mental
health
services
administration
under
the
9
cooperative
agreements
for
states
and
territories
to
improve
10
local
988
capacity
for
the
operations
of
organizations
that
11
conduct
988
suicide
and
crisis
lifeline
telephone,
text,
or
12
internet
services
in
this
state:

Notwithstanding
section
8.33,
moneys
appropriated
in
this
15
section
that
remain
unencumbered
or
unobligated
at
the
close
of

the
fiscal
year
shall
not
revert
but
shall
remain
available
for
17
expenditure
for
the
purposes
designated
until
the
close
of
the
18
succeeding
fiscal
year.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
21
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
makes
an
appropriation
of
$3,719,940
to
the
23
department
of
health
and
human
services
for
FY
2024-2025
for
24
the
purpose
of
supplementing
funds
received
from
the
federal
25
substance
abuse
and
mental
health
services
administration
26
under
the
cooperative
agreements
for
states
and
territories
to
27
improve
local
988
capacity
for
the
operations
of
organizations
28
that
conduct
988
suicide
and
crisis
lifeline
telephone,
text,

or
internet
services
in
Iowa.
Moneys
appropriated
for
this

purpose
shall
not
revert
to
the
general
fund
of
the
state,
but

shall
remain
available
for
the
purpose
designated
until
the

close
of
FY
2025-2026.
