Section
1.
Section
8A.362,
subsection
8,
Code
2011,
is
1
amended
to
read
as
follows:

8.
The
director
shall
require
that
a
sign
be
placed
on
3
each
state-owned
motor
vehicle
in
a
conspicuous
place
which
4
indicates
its
ownership
by
the
state.
The
sign
shall
also
5
include
the
phrase,
“Iowa
is
a
Right-to-Work
State”.
This
6
requirement
subsection
shall
not
apply
to
motor
vehicles
7
requested
to
be
exempt
by
the
director
or
by
the
commissioner
8
of
public
safety.
All
state-owned
motor
vehicles
shall
display
9
registration
plates
bearing
the
word
“official”
except
motor
10
vehicles
requested
to
be
furnished
with
ordinary
plates
by
the
11
director
or
by
the
commissioner
of
public
safety
pursuant
to
12
section
321.19
.
The
director
shall
keep
an
accurate
record
of
13
the
registration
plates
used
on
all
state-owned
motor
vehicles.

Sec.
2.
Section
15.108,
Code
2011,
is
amended
by
adding
the
15
following
new
subsection:

NEW
SUBSECTION
.
12.
Labor
relations.
To
provide
17
information
relating
to
the
rights
of
workers
and
employers
in
18
this
state.
To
carry
out
this
responsibility,
the
department
19
shall
include
the
phrase,
“Iowa
is
a
Right-to-Work
State”
20
in
bold
letters
on
all
business
recruitment,
tourism,
and
21
promotional
literature.

Sec.
3.
Section
306D.4,
Code
2011,
is
amended
to
read
as
23
follows:

Scenic
highway
advertising.
25
The
state
department
of
transportation
shall
have
the
26
authority
to
adopt
rules
to
control
the
erection
of
new
27
advertising
devices
on
a
highway
designated
as
a
scenic
highway
28
or
scenic
byway
in
order
to
comply
with
federal
requirements
29
concerning
the
implementation
of
a
scenic
byways
program.
The
30
rules
shall
provide
for
the
placement
of
the
following
phrase,
31
“Iowa
is
a
Right-to-Work
State”
on
each
new
advertising
device
32
on
a
scenic
highway.

307.14,

amended
to
read
as

The
department
shall
publish
a
map
of
the
state
of
Iowa.

The
map
shall
include
the
following
phrase,
“Iowa
is
a

Right-to-Work
State”
below
the
picture
of
the
governor
of
Iowa

on
the
map.
At
the
request
of
a
citizen
of
a
particular
city
or
4
town,
the
department
shall
add
the
city
or
town
to
the
existing
5
map
of
Iowa
and
identify
the
main
road
leading
into
the
city
6
or
town
if
the
city
or
town
meets
two
or
more
of
the
following
7
criteria:

This
bill
relates
to
the
promotion
of
Iowa
as
a
right-to-work
10
state.
The
bill
requires
the
placement
of
the
phrase,
11
“Iowa
is
a
Right-to-Work
State”
in
the
following
places:
12
(1)
on
each
state-owned
vehicle;
(2)
on
the
department
of
13
economic
development’s
business
recruitment,
tourism,
and
14
promotional
literature;
(3)
on
each
new
sign
the
department
15
of
transportation
erects
on
scenic
highways;
and
(4)
on
each
16
roadmap
published
by
the
department
of
transportation.
