Section
1.
Section
483A.24,
subsection
15,
Code
2013,
is
1
amended
to
read
as
follows:

15.
a.
Upon
payment
of
the
fee
of
five
dollars
for
a
3
lifetime
fishing
license
or
lifetime
hunting
and
fishing
4
combined
license,
the
department
shall
issue
a
lifetime
fishing
5
license
or
lifetime
hunting
and
fishing
combined
license
to
6
a
resident
of
Iowa
who
has
served
in
the
armed
forces
of
the
7
United
States
on
federal
active
duty
and
who
was
disabled
or
8
was
a
prisoner
of
war
during
that
veteran’s
military
service
as
9
defined
in
paragraph
“c”
.

b.
The
department
shall
prepare
an
application
to
be
used
11
by
a
person
requesting
a
lifetime
fishing
license
or
lifetime
12
hunting
and
fishing
combined
license
under
this
subsection
.

The
department
of
veterans
affairs
shall
assist
the
department
14
in
verifying
the
status
or
claims
of
applicants
under
this
15
subsection
.
As
used
in
this
subsection
,
“disabled”
means
16
entitled
to
a
service
connected
rating
under
38
U.S.C.
ch.
11.
17
c.
For
the
purposes
of
this
subsection,
“resident”
means
a
18
natural
person
who
meets
all
of
the
following
conditions:

(1)
Served
in
the
armed
forces
of
the
United
States
on
20
federal
active
duty
and
was
disabled
or
was
a
prisoner
of
war
21
during
that
veteran’s
military
service.
22
(2)
Physically
resides
in
this
state
at
the
time
of
applying
23
for
or
purchasing
a
license
under
this
subsection.
24
(3)
Paid
personal
income
tax
to
the
state
of
Iowa
for
the
25
year
previous
to
the
year
in
which
a
license
is
applied
for
or
26
purchased
under
this
subsection.

EXPLANATION
28
This
bill
provides
that
for
purposes
of
obtaining
a
special
29
lifetime
fishing
or
lifetime
hunting
and
fishing
combined
30
license
that
is
available
to
Iowa
residents
who
are
disabled
31
veterans,
a
“resident”
of
Iowa
includes
a
disabled
veteran
who
32
resides
in
the
state
at
the
time
the
license
is
applied
for
33
or
purchased
and
who
paid
personal
income
tax
to
the
state
of
34
Iowa
for
the
year
previous
to
the
year
in
which
the
license

application
is
applied
for
or
purchased.

Currently,
in
order
to
be
considered
a
resident
of
Iowa,
a
2
disabled
veteran
must
physically
reside
in
the
state
as
the
3
person’s
principal
and
primary
residence
for
a
period
of
not
4
less
than
90
consecutive
days
immediately
before
applying
for
5
or
purchasing
a
resident
license
and
have
an
Iowa
driver’s
6
license
or
nonoperator’s
identification
card.
