WHEREAS,
Hamas
was
founded
with
the
stated
goal
of
4
destroying
the
State
of
Israel
and
has
been
designated
5
by
the
United
States
as
a
terrorist
organization;
and
6
WHEREAS,
the
Hamas
terrorist
organization
launched
7
a
brutal,
highly
organized,
and
unprecedented
attack
8
upon
the
State
of
Israel
and
its
citizens
in
the
early
9
morning
hours
of
October
7,
2023;
and
10
WHEREAS,
in
the
attack,
Hamas
killed
hundreds
11
of
innocent
civilians
and
took
hundreds
of
Israeli
12
children,
women,
elderly,
and
infirm
civilians
13
hostage;
and
14
WHEREAS,
in
the
attack,
Hamas
fired
thousands
15
of
rockets
against
Israeli
population
centers
16
in
an
attempt
to
kill
untold
numbers
of
innocent
17
civilians;
and
18
WHEREAS,
the
level
of
logistical
sophistication
19
demonstrated
in
the
Hamas
terrorism
operation
provides
20
evidence
that
Hamas
received
support
and
funding
from
21
foreign
state
sponsors
of
terror,
namely
Iran;
and
22
WHEREAS,
the
timing
of
the
Hamas
terrorism
operation
23
to
coincide
with
the
Jewish
Sabbath
and
the
Jewish

holiday
of
Simchat
Torah
demonstrates
Hamas’
intent
to
1
maximize
civilian
casualties;
and
2
WHEREAS,
Hamas
continues
to
brazenly
locate
elements
3
of
its
terrorist
infrastructure
in
civilian
population
4
centers
using
their
own
civilians
as
human
shields;
NOW
5
THEREFORE,
6
BE
IT
RESOLVED
BY
THE
SENATE,
That
the
Senate
hereby
7
reaffirms
its
support
and
unwavering
commitment
to
8
the
welfare,
security,
and
survival
of
the
State
of
9
Israel;
and
10
BE
IT
FURTHER
RESOLVED,
That
the
Senate
recognizes
11
the
State
of
Israel’s
right
to
act
decisively
and
12
unilaterally
in
self-defense
to
protect
its
citizens
13
and
oppose
any
pressure
to
enact
a
ceasefire
before
the
14
State
of
Israel
has
secured
its
safety;
and
15
BE
IT
FURTHER
RESOLVED,
That
the
Senate
expresses
16
its
support
for
the
State
of
Israel’s
right
to
pursue,
17
without
interference
or
condemnation,
the
elimination
18
of
Hamas
and
any
other
affiliated
terrorist
groups
19
until
Hamas
and
all
such
groups
are
permanently
20
neutralized,
and
public
safety
is
assured;
and
21
BE
IT
FURTHER
RESOLVED,
That
the
Senate
conveys
its
22
heartfelt
condolences
to
all
Israeli
victims
as
well
as
23
their
families
and
communities;
and
24
BE
IT
FURTHER
RESOLVED,
That
the
Senate
calls
upon
25
Iowa’s
state
and
local
law
enforcement
agencies
to
26
remain
vigilant
in
protecting
Israeli
Americans
and
all
27
supporters
of
the
State
of
Israel
from
acts
of
crime
28
and
unlawful
discrimination;
and
29
BE
IT
FURTHER
RESOLVED,
That
the
Senate
condemns
the

organization
and
encourages
all
other

states
to
recognize
the
State
of
Israel’s
right
to
act

decisively
in
self-defense
to
protect
its
citizens;
and

IT
FURTHER
RESOLVED,
That
the
Senate
calls
upon

the
United
States
to
provide
any
assistance
required
5
to
support
the
State
of
Israel
in
its
defense
against
6
Hamas
and
all
other
terrorist
organizations.
