1 | AMENDMENT TO HOUSE BILL 3086

2 | AMENDMENT NO. ______. Amend House Bill 3086 by replacing | ||||||
3 | everything after the enacting clause with the following:
| ||||||
4 | "Section 5. The School Code is amended by renumbering and | ||||||
5 | changing Section 27-23.11, as added by Public Act 100-1139, as | ||||||
6 | follows:

7 | (105 ILCS 5/27-23.12) | ||||||
8 | Sec. 27-23.12 27-23.11 . Emotional Intelligence and Social | ||||||
9 | and Emotional Learning Task Force. The Emotional Intelligence | ||||||
10 | and Social and Emotional Learning Task Force is created to | ||||||
11 | develop curriculum and assessment guidelines and best | ||||||
12 | practices on emotional intelligence and social and emotional | ||||||
13 | learning , including strategies and instruction to address the | ||||||
14 | needs of students with anger management issues . The Task Force | ||||||
15 | shall consist of the State Superintendent of Education or his | ||||||
16 | or her designee and all of the following members, appointed by |

1 | the State Superintendent: | ||||||
2 | (1) A representative of a school district organized | ||||||
3 | under Article 34 of this Code. | ||||||
4 | (2) A representative of a statewide organization | ||||||
5 | representing school boards. | ||||||
6 | (3) A representative of a statewide organization | ||||||
7 | representing individuals holding professional educator | ||||||
8 | licenses with school support personnel endorsements under | ||||||
9 | Article 21B of this Code, including school social workers, | ||||||
10 | school psychologists, and school nurses. | ||||||
11 | (4) A representative of a statewide organization | ||||||
12 | representing children's mental health experts. | ||||||
13 | (5) A representative of a statewide organization | ||||||
14 | representing school principals. | ||||||
15 | (6) An employee of a school under Article 13A of this | ||||||
16 | Code. | ||||||
17 | (7) A school psychologist employed by a school district | ||||||
18 | in Cook County. | ||||||
19 | (8) Representatives of other appropriate State | ||||||
20 | agencies, as determined by the State Superintendent. | ||||||
21 | Members appointed by the State Superintendent shall serve | ||||||
22 | without compensation but shall be reimbursed for their | ||||||
23 | reasonable and necessary expenses from funds appropriated to | ||||||
24 | the State Board of Education for that purpose, including | ||||||
25 | travel, subject to the rules of the appropriate travel control | ||||||
26 | board. The Task Force shall meet at the call of the State |

1 | Superintendent. The State Board of Education shall provide | ||||||
2 | administrative and other support to the Task Force. | ||||||
3 | The Task Force shall develop age-appropriate, emotional | ||||||
4 | intelligence and social and emotional learning curriculum and | ||||||
5 | assessment guidelines and best practices for elementary | ||||||
6 | schools and high schools. The guidelines shall, at a minimum, | ||||||
7 | include teaching how to recognize, direct, and positively | ||||||
8 | express emotions. The Task Force must also make recommendations | ||||||
9 | on the funding of appropriate services and the availability of | ||||||
10 | sources of funding, including, but not limited to, federal | ||||||
11 | funding, to address social and emotional learning. The Task | ||||||
12 | Force shall complete the guidelines and recommendations on or | ||||||
13 | before March 1, 2020 January 1, 2019 . Upon completion of the | ||||||
14 | guidelines and recommendations the Task Force is dissolved.
