Summary

Amends the Illinois Controlled Substances Act. Provides that a person who knowingly manufactures or delivers, or possesses with intent to manufacture or deliver less than 15 grams of a substance containing heroin, or an analog thereof, is guilty of a Class X felony (currently, if the amount is 1 gram or more but less than 15 grams of a substance containing heroin, or an analog thereof, the penalty is a Class 1 felony and less than 1 gram is a Class 2 felony).
