Summary

Creates the Mass Transit Consolidation Commission. Requires that the Commission prepare and issue a report to the Governor and the General Assembly by July 1, 2012, setting forth the findings and conclusions of the Commission concerning whether viable and sustainable transit service can be provided for the northeastern region of the State.
