Summary
Amends the Public Utilities Act. Provides that the Illinois Commerce Commission shall consist of 7 members (rather than 5 members) not more than 4 (rather than 3) of whom shall be members of the same political party at the time of appointment. With respect to the 2 additional members of the Commission, the Governor shall appoint at least one member from a county that has a population of less than 70,000 and at least one member from a county that has a population of not less than 70,000 and not more than 190,000. Effective immediately.
