Bill Title: Amends the evidence-based funding provisions of the School Code. In the provision concerning the adequacy target calculation, provides that any organizational unit that has an average student enrollment that is less than the thresholds set forth in that provision shall be funded at the applicable threshold set forth in that provision and not funded on a pro rata based count. Requires the Professional Review Panel, prior to December 31, 2020, to study and review the adequacy target calculation with respect to the essential elements and their impact on the evidence-based funding allocations for low-enrollment organizational units, including the manner in which the adequacy target calculation prorates evidence-based funding for each of the essential elements based on the average student enrollment of each organizational unit. Effective immediately.
