Bill Title: Amends the School Construction Law. Provides that any education construction funds that the Capital Development Board receives through the federal government as part of the federal American Recovery and Reinvestment Act of 2009 must first be used to pay Fiscal Year 2002 School Construction Program grant recipients. Effective immediately.
