Bill Title: Amends the Property Tax Extension Limitation Law in the Property Tax Code. Provides that a district's aggregate extension base shall be modified by certain recaptured amounts. Provides that a taxing district may seek voter approval before it decreases its aggregate extension for one or more levy years.
