Bill Title: Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that, from December 19 through December 23, 2011, the tax imposed on items purchased from a small business shall be at the rate of 1.25% (instead of 6.25%). Defines "small business". Makes changes concerning the distribution of moneys collected from the reduced tax on items purchased from a small business. Effective immediately.
