Bill Title: Amends the State Fire Marshal Act. Provides that one person who is a representative of a registered United States Department of Labor apprenticeship program primarily instructing in the installation and repair of fire extinguishing systems shall be appointed by the Governor to serve on the Illinois Fire Advisory Commission. Effective immediately.

1 AN ACT concerning government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The State Fire Marshal Act is amended by
5changing Section 3 as follows:
6 (20 ILCS 2905/3) (from Ch. 127 1/2, par. 3)
7 Sec. 3. There is created the Illinois Fire Advisory
8Commission which shall advise the Office in the exercise of its
9powers and duties. The Commission shall be appointed by the
10Governor as follows:
11 3 professional, fulltime paid firefighters;
12 one volunteer firefighter;
13 one Fire Protection Engineer who is registered in
14 Illinois;
15 one person who is a representative of the Fire
16 Insurance industry in Illinois; and
17 one person who is a representative of a
18 registered United States Department of Labor
19 apprenticeship program primarily instructing
20 in the installation and repair of
21 fire extinguishing systems;
22 one a licensed operating or stationary engineer who
23 has an associate degree in facilities engineering

1 technology and has knowledge of the operation and
2 maintennce of fire alarm and fire extinguishing
3 systems primarily for the life safety of occupants
4 in a variety of commercial or residential
5 structures; and
6 3 persons with an interest in and knowledgeable
7 about fire prevention methods.
8 In addition, the following shall serve as ex officio
9members of the Commission: the Chicago Fire Commissioner, or
10his designee; the executive officer, or his designee of each of
11the following organizations: the Illinois Fire Chiefs
12Association, the Illinois Fire Protection District
13Association, the Illinois Fire Inspectors Association, the
14Illinois Professional Firefighters Association, the Illinois
15Firemen's Association, the Associated Firefighters of
16Illinois, the Illinois Society of Fire Service Instructors and
17the Fire Service Institute, University of Illinois.
18 The Governor shall designate, at the time of appointment, 3
19members to serve terms expiring on the third Monday in January,
201979; 3 members to serve terms expiring the third Monday in
21January, 1980; and 2 members to serve terms expiring the third
22Monday in January, 1981. The additional member appointed by the
23Governor pursuant to this amendatory Act of 1987 shall serve
24for a term expiring the third Monday in January, 1990.
25Thereafter, all terms shall be for 3 years. A member shall
26serve until his or her successor is appointed and qualified. A

1vacancy shall be filled for the unexpired term.
2 The Governor shall designate one of the appointed members
3to be chairman of the Commission.
4 Members shall serve without compensation but shall be
5reimbursed for their actual reasonable expenses incurred in the
6performance of their duties.
