Bill Title: Reinserts the provisions of the introduced bill with changes. Grants the Department of Human Services (rather than the Department of Public Health) the power to use moneys in the Opioid Antagonist Bulk Purchase Fund and to adopt rules necessary to administer the Fund. Effective immediately.

| 1 | AN ACT concerning State government.
| ||||||
| 2 | Be it enacted by the People of the State of Illinois,
| ||||||
| 3 | represented in the General Assembly:
| ||||||
| 4 | Section 5. The State Finance Act is amended by adding | ||||||
| 5 | Sections 5.992 and 6z-139 as follows:

| 7 | Sec. 5.992. The Opioid Antagonist Bulk Purchase Fund.

| 9 | Sec. 6z-139. The Opioid Antagonist Bulk Purchase Fund. | ||||||
| 10 | (a) The Opioid Antagonist Bulk Purchase Fund is created as | ||||||
| 11 | a special fund in the State treasury. The Fund may receive | ||||||
| 12 | gifts, grants, bequests, donations, and moneys from any other | ||||||
| 13 | lawful source, public or private. Any interest earned on | ||||||
| 14 | moneys in the Fund shall be deposited into the Fund. | ||||||
| 15 | (b) Subject to appropriation, moneys in the Opioid | ||||||
| 16 | Antagonist Bulk Purchase Fund shall be used by the Department | ||||||
| 17 | of Human Services for bulk purchasing of opioid antagonists | ||||||
| 18 | and for the making of grants for the distribution of opioid | ||||||
| 19 | antagonists. | ||||||
| 20 | (c) The Department of Human Services shall adopt rules | ||||||
| 21 | establishing requirements for the distribution of grant moneys | ||||||
| 22 | and the determination of which persons or entities are | ||||||
| |||||||
| |||||||
| 1 | eligible for and most in need of those grants, and it may adopt | ||||||
| 2 | any other rules necessary to implement this Section and | ||||||
| 3 | administer the Fund.
