1 AN ACT concerning State government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Department of Employment Security Law of the
5Civil Administrative Code of Illinois is amended by changing
6Section 1005-130 as follows:
7 (20 ILCS 1005/1005-130) (was 20 ILCS 1005/43a.14)
8 Sec. 1005-130. Exchange of information for child support
9enforcement.
10 (a) The Department has the power to exchange with the
11Department of Healthcare and Family Services information that
12may be necessary for the enforcement of child support orders
13entered pursuant to the Illinois Public Aid Code, the Illinois
14Marriage and Dissolution of Marriage Act, the Non-Support of
15Spouse and Children Act, the Non-Support Punishment Act, the
16Revised Uniform Reciprocal Enforcement of Support Act, the
17Uniform Interstate Family Support Act, the Illinois Parentage
18Act of 1984, or the Illinois Parentage Act of 2015.
19 (b) Notwithstanding any provisions in the Civil
20Administrative Code of Illinois to the contrary, the Department
21of Employment Security shall not be liable to any person for
22any disclosure of information to the Department of Healthcare
23and Family Services (formerly Illinois Department of Public

1Aid) under subsection (a) or for any other action taken in good
2faith to comply with the requirements of subsection (a).
3 (c) The Department shall work with the Department of
4Healthcare and Family Services to identify employment
5opportunities in the State for persons who are in arrears in
6child support obligations. The Department shall share the
7identified opportunities with the public on its
8IllinoisJobLink.com system or a successor website system to
9allow job seekers to search online for employment opportunities
10that match the skills of the persons seeking employment.
