Bill Title: Creates MSR Justice Reinvestment Task Force Act. Creates the Justice Reinvestment Task Force. Provides that the Task Force shall study the use of mandatory supervised release for different populations, including conditions required by statute and by agency action, resources available to serve people on mandatory supervised release, supervision policies and practices, responses to possible violations, and other features of the mandatory supervised release system in Illinois. Establishes membership on the Task Force. Provides that the Task Force shall meet no less than 4 times and shall provide recommendations for legislation to the General Assembly and the Governor's Office on or before January 1, 2024. Provides that the members of the Task Force shall serve without compensation. Provides that the Council of State Governments Justice Center may provide convening and analytical support for the Task Force and ensure the requirements of the Task Force are met. Repeals the Act on January 1, 2025. Effective immediately.

SYNOPSIS AS INTRODUCED:
New Act

1 AN ACT concerning criminal law.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 1. Short title. This Act may be cited as the MSR
5Justice Reinvestment Task Force Act.
6 Section 5. Purpose; findings. The State is committed to
7ensuring that sentences of imprisonment continue to advance
8the interest of justice and promote public safety. The MSR
9Justice Reinvestment Task Force is created by recognizing that
10reentry from imprisonment is challenging, and that 2 agencies,
11the Department of Corrections and the Prisoner Review Board,
12share responsibility for the success of people under mandatory
13supervised release and for the safety of the general public.
14 Section 10. Justice Reinvestment Task Force; creation. The
15Justice Reinvestment Task Force is created. The Task Force
16shall study the use of mandatory supervised release for
17different populations, including conditions required by
18statute and by agency action, resources available to serve
19people on mandatory supervised release, supervision policies
20and practices, responses to possible violations, and other
21features of the mandatory supervised release system in
22Illinois.

1 Section 15. Task Force members.
2 (a) The MSR Justice Reinvestment Task Force shall consist
3of the following members:
4 (1) a member of the House of Representatives appointed
5 by the Speaker of the House of Representatives;
6 (2) a member of the House of Representatives appointed
7 by the Minority Leader of the House of Representatives;
8 (3) a member of the Senate appointed by the President
9 of the Senate;
10 (4) a member of the Senate appointed by the Minority
11 Leader of the Senate;
12 (5) a member of the Governor's staff;
13 (6) a member of the Lieutenant Governor's staff;
14 (7) a member appointed by the Prisoner Review Board;
15 (8) a member appointed by the Department of
16 Corrections;
17 (9) a member appointed by a statewide agency that
18 represents State's Attorneys;
19 (10) a member appointed by the Public Defender's
20 Association; and
21 (11) one retired judge appointed by the Governor;
22 (12) a member appointed by an organization that
23 advocates for victims' rights;
24 (13) a member appointed by an organization that
25 advocates for sentencing and reentry reform;

1 (14) a member appointed by the Illinois Sentencing
2 Policy Advisory Council;
3 (15) a member of law enforcement appointed by an
4 association representing law enforcement; and
5 (16) a person with lived experience of having been
6 supervised on mandatory supervised release.
7 (b) The Task Force shall meet no less than 4 times and
8shall provide recommendations for legislation to the General
9Assembly and the Governor's Office on or before January 1,
102024.
11 (c) The members of the Task Force shall serve without
12compensation.
13 (d) The Council of State Governments Justice Center may
14provide convening and analytical support for the Task Force
15and ensure the requirements of the Task Force are met.
16 Section 20. Dissolution of Task Force. The Task Force is
17dissolved on January 1, 2025.
18 Section 25. Repeal. This Act is repealed on January 1,
192025.
20 Section 99. Effective date. This Act takes effect upon
21becoming law.
