Bill Title: Amends the Grant Accountability and Transparency Act. Provides that potential subrecipients of grants issued by the Department of Human Services under a Notice of Funding Opportunity for the purpose of encouraging full participation in the 2020 decennial census shall be exempt from the provisions of the Act with respect to grant pre-qualification requirements and any other pre-award eligibility requirement. Repeals provisions on August 1, 2020. Effective immediately.

2 | Be it enacted by the People of the State of Illinois,

3 | represented in the General Assembly:

4 | Section 5. The Grant Accountability and Transparency Act is | |||||||||||||||||||
5 | amended by adding Section 135 as follows:

6 | (30 ILCS 708/135 new) | |||||||||||||||||||
7 | Sec. 135. 2020 census grant subrecipient exemption. | |||||||||||||||||||
8 | (a) Notwithstanding any rule or provision of law to the | |||||||||||||||||||
9 | contrary, potential subrecipients of grants issued by the | |||||||||||||||||||
10 | Department of Human Services under a Notice of Funding | |||||||||||||||||||
11 | Opportunity for the purpose of encouraging full participation | |||||||||||||||||||
12 | in the 2020 decennial census shall be exempt from the | |||||||||||||||||||
13 | provisions of this Act with respect to grant pre-qualification | |||||||||||||||||||
14 | requirements and any other pre-award eligibility requirement. | |||||||||||||||||||
15 | (b) This Section is repealed on August 1, 2020.
