Bill Title: Amends the Counties Code. Provides that in counties of less than 500,000 inhabitants, the recorder may cause to be microphotographed or otherwise reproduced on electronic method of storage any instrument received in writing by the recorder. Effective immediately.

AMENDMENT TO HOUSE BILL 4514
2 AMENDMENT NO. ______. Amend House Bill 4514 by replacing
3everything after the enacting clause with the following:
4 "Section 5. The Counties Code is amended by changing
5Section 3-5010 as follows:
6 (55 ILCS 5/3-5010) (from Ch. 34, par. 3-5010)
7 Sec. 3-5010. Duties of recorder. Every recorder shall, as
8soon as practicable after the receipt of any instrument in
9writing in his office, entitled to be recorded, record the same
10at length in the order of time of its reception, in well bound
11books to be provided for that purpose. In counties of 500,000
12or more inhabitants, the recorder may microphotograph or
13otherwise reproduce on film any of such instruments in the
14manner provided by law. In counties of less than 500,000
15inhabitants, the recorder may cause to be microphotographed or
16otherwise reproduced on film any of such instruments or

1electronic method of storage only if authorized to do so by the
2county board. When any such instrument is reproduced on film or
3electronic method of storage, the film or electronic method of
4storage shall comply with the minimum standards of quality
5approved for permanent photographic records of the State
6Records Commission and the device used to reproduce the records
7on the film or electronic method of storage shall be one which
8accurately reproduces the contents of the original.

10 Section 99. Effective date. This Act takes effect upon
