Bill Title: Amends the Township Code. Provides that, on July 1, 2025, the State Comptroller shall direct and the State Treasurer shall transfer $5,000,000 from the General Revenue Fund into the Lake County Community Coalition Fund. Provides the Illinois Criminal Justice Information Authority may provide grants from the Lake County Community Coalition Fund to the Waukegan Township Board for the purpose of providing grants to local nonprofit organizations that assist the community with services, including transitional housing assistance, violence prevention efforts, youth mentorship programs, substance abuse treatment, reentry services, cultural training, and vocational training, including administrative costs. Creates a yearly continuing appropriation into the Lake County Community Coalition Fund of all amounts necessary to implement the provisions should the aggregate appropriations appropriated by the General Assembly for grants from all State funds for each State fiscal year be less than $5,000,000. Amends the State Finance Act to create the Lake County Community Coalition Fund. Effective July 1, 2025.

Amends the Township Code. 1 AN ACT concerning local government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Township Code is amended by adding Section
585-70 as follows:
6 (60 ILCS 1/85-70 new)
7 Sec. 85-70. Lake County Community Coalition Fund.
8 (a) On July 1, 2025, the State Comptroller shall direct
9and the State Treasurer shall transfer $5,000,000 from the
10General Revenue Fund into the Lake County Community Coalition
11Fund, a special fund that is created in the State treasury,
12and, subject to future appropriation, may be expended by the
13Illinois Criminal Justice Information Authority to provide
14grants to the Waukegan Township Board for the purpose of
15providing grants to local nonprofit organizations that assist
16the community with services, including transitional housing
17assistance, violence prevention efforts, youth mentorship
18programs, substance abuse treatment, reentry services,
19cultural training, and vocational training, including
20administrative costs.
21 (b) Beginning July 1, 2026, the aggregate appropriations
22appropriated by the General Assembly for grants under
23subsection (a) from all State funds for each State fiscal year

1shall be no less than $5,000,000.
2 If for any reason the aggregate appropriations
3appropriated by the General Assembly for grants under
4subsection (a) are less than $5,000,000 in any fiscal year,
5this subsection shall constitute a continuing appropriation of
6all amounts necessary for these purposes into the Lake County
7Community Coalition Fund. The General Assembly may appropriate
8lesser amounts by law.
9 Section 10. The State Finance Act is amended by adding
10Section 5.1015 as follows:
