HOUSE RESOLUTION
2 WHEREAS, On January l, 1979, the United States and the
3People's Republic of China (China) officially established
4diplomatic relations; 2019 marks the 40th anniversary of United
5States-China relations; and
6 WHEREAS, Since the U.S. ship Empress of China sailed to
7China over 230 years ago, trade and exchanges between our two
8countries have continued to flourish, transforming the world in
9the process; and
10 WHEREAS, Over the past four decades, exchanges and
11cooperation between the two countries have scored historic
12achievements; 40 years ago, only several thousand visits were
13made between the two countries each year; in 2017, over 5.3
14million visits were made between the two sides; 40 years ago,
15the bilateral trade volume was less than $2.5 billion; in 2017,
16it surpassed $580 billion; 40 years ago, the two-way investment
17between China and the U.S. was almost zero; in 2017, two-way
18investment in various forms amounted to over $230 billion in
19accumulative terms; and
20 WHEREAS, Over the past 40 years, the entire world has
21benefited enormously from the ties between the U.S. and China,
22from advancing the proper settlement of regional hot-spot

1issues to fighting international terrorism and from tackling
2the global financial crisis to promoting global growth; China
3and the U.S. have conducted extensive cooperation at bilateral,
4regional, and global levels; and
5 WHEREAS, The steady growth of China-U.S. relations is
6indispensable to the success of our two countries and the
7world, and it would be irresponsible and detrimental for us to
8"decouple" or become isolated from each other; and
9 WHEREAS, The State of Illinois has been dedicated to
10developing cooperative relations with China for decades, and
11China stays as the second-largest trading partner and
12third-largest export market for Illinois; Chinese companies
13have invested over $4.2 billion in Illinois since 2000 and
14supported over 5,100 jobs; over 18,000 Chinese students pursue
15their studies at Illinois universities; therefore, be it
16 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
17HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
18we commemorate the 40-year anniversary of the establishment of
19diplomatic relations between the United States and China and
20support continued diplomatic, economic, and people-to-people
21cooperation between the State of Illinois and China.
