HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate Marco E. Jacome on the
4occasion of his retirement as CEO of Healthcare Alternative
5Systems, Inc. (H.A.S.); and
6 WHEREAS, Marco Jacome has had a 45-year career in the
7field of social services, working for the behavioral health
8care organization H.A.S. for the past 40 years, where he has
9served as CEO for the past 32 years; and
10 WHEREAS, As part of his involvement in the field of
11alcohol and substance abuse, Marco Jacome has advocated for
12more state and federal services for minority communities; he
13has served as a regional advisory board member for the Great
14Lakes Addiction Technology Transfer Center and as a board
15member of the Norwegian American Hospital Foundation; he
16previously served as board president of the Illinois
17Association of Behavioral Health (IABH), the Illinois Alcohol
18and Other Drug Abuse Professional Certification Association
19(IAODAPCA), and Advanced Behavioral Health (ABC), MCO; he also
20previously served as a board member of St. Elizabeth's
21Hospital and as board treasurer of the Northern Illinois
22Employee Assistance Professionals Association; and

1 WHEREAS, At the federal level, Marco Jacome is a member of
2the Hispanic Latino Caucus for the Target Capacity Expansion
3for the Center for Substance Abuse Treatment (CSAT), the
4Cultural Competency and Diversity Network, and the Prevention
5Partnership Organization, where he serves as an active board
6member; he previously served as a member of the CSAT National
7Advisory Council; and
8 WHEREAS, Marco Jacome is a Licensed Professional Counselor
9(LPC) through the State of Illinois, a Certified Employee
10Assistance Professional (CEAP), and an Illinois Certified
11Supervisor Addictions Counselor (CSADC), with a bachelor's
12degree in psychology and sociology from North Park University
13and a graduate degree in family and community counseling from
14Northeastern University; he was selected to participate in a
15fellowship program at the School of Public Health at Boston
16University and a fellowship program at the John F. Kennedy
17School of Government and Business School at Harvard
18University; more recently, he was selected as a fellow to
19participate in a social entrepreneur program at Stanford
20University; and
21 WHEREAS, Marco Jacome has received a number of accolades
22over the course of his career, including being named as one of
23Hispanic Business magazine's 100 Influential, its yearly
24selection of Latinos who have made significant, national

1contributions in government, business, or academics, in 2010;
2therefore, be it
3 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
4HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
5we congratulate Marco E. Jacome on his retirement as CEO of
6Healthcare Alternative Systems, Inc. (H.A.S.), and we wish him
7success in his future endeavors; and be it further
