Bill Title: Proposes to amend the Legislature Article of the Illinois Constitution. Limits a person's total service in the office of Speaker of the House of Representatives, President of the Senate, Minority Leader of the House, or Minority Leader of the Senate to a total of 10 years in any one office and 14 years combined in 2 or more offices. Effective upon being declared adopted and applies to service on or after the second Wednesday in January, 2015.

| 4 | Constitutional Amendment 22 by replacing everything after the | ||||||
| 5 | heading with the following:

| 6 | "RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL | ||||||
| 7 | ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES | ||||||
| 8 | CONCURRING HEREIN, that there shall be submitted to the | ||||||
| 9 | electors of the State for adoption or rejection at the general | ||||||
| 10 | election next occurring at least 6 months after the adoption of | ||||||
| 11 | this resolution a proposition to amend Sections 2 and 7 of | ||||||
| 12 | Article V of the Illinois Constitution as follows:

| 1 | SECTION 2. TERMS
| ||||||
| 2 | These elected officers of the Executive Branch shall hold | ||||||
| 3 | office for
four years beginning on the second Monday of January | ||||||
| 4 | after their
election and, except in the case of the Lieutenant | ||||||
| 5 | Governor, until their
successors are qualified. Except as | ||||||
| 6 | provided in Section 7, they They shall be elected at the | ||||||
| 7 | general election
in 1978 and every four years thereafter.

| 10 | SECTION 7. VACANCIES IN OTHER ELECTIVE OFFICES
| ||||||
| 11 | If the Attorney General, Secretary of State, Comptroller or | ||||||
| 12 | Treasurer
fails to qualify or if his office becomes vacant, the | ||||||
| 13 | Governor shall
fill the office by appointment. If at the time | ||||||
| 14 | of the failure to qualify or the office becomes vacant there | ||||||
| 15 | are 28 or fewer months remaining in the term, the appointee | ||||||
| 16 | shall hold office until the end of the term. If at the time of | ||||||
| 17 | the failure to qualify or the office becomes vacant there are | ||||||
| 18 | more than 28 months remaining in the term, the The appointee | ||||||
| 19 | shall hold office until
the elected officer qualifies or until | ||||||
| 20 | a successor is elected at the next general election and
| ||||||
| 21 | qualified as may be provided by law and shall not be subject to | ||||||
| 22 | removal
by the Governor. If the Lieutenant Governor fails to | ||||||
| 23 | qualify or if his
office becomes vacant, it shall remain vacant | ||||||
| 24 | until the end of the term.
