Bill Title: Proposes to amend the Legislature Article of the Illinois Constitution. Limits a person's total service in the office of Speaker of the House of Representatives, President of the Senate, Minority Leader of the House, or Minority Leader of the Senate to a total of 10 years in any one office and 14 years combined in 2 or more offices. Effective upon being declared adopted and applies to service on or after the second Wednesday in January, 2015.

CONSTITUTIONAL AMENDMENT 22
3 AMENDMENT NO. ___. Amend Senate Joint Resolution
4Constitutional Amendment 22 by replacing everything after the
5heading with the following:
6 "RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL
7ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
8CONCURRING HEREIN, that there shall be submitted to the
9electors of the State for adoption or rejection at the general
10election next occurring at least 6 months after the adoption of
11this resolution a proposition to amend Sections 2 and 7 of
12Article V of the Illinois Constitution as follows:

1SECTION 2. TERMS
2 These elected officers of the Executive Branch shall hold
3office for four years beginning on the second Monday of January
4after their election and, except in the case of the Lieutenant
5Governor, until their successors are qualified. Except as
6provided in Section 7, they They shall be elected at the
7general election in 1978 and every four years thereafter.

10SECTION 7. VACANCIES IN OTHER ELECTIVE OFFICES
11 If the Attorney General, Secretary of State, Comptroller or
12Treasurer fails to qualify or if his office becomes vacant, the
13Governor shall fill the office by appointment. If at the time
14of the failure to qualify or the office becomes vacant there
15are 28 or fewer months remaining in the term, the appointee
16shall hold office until the end of the term. If at the time of
17the failure to qualify or the office becomes vacant there are
18more than 28 months remaining in the term, the The appointee
19shall hold office until the elected officer qualifies or until
20a successor is elected at the next general election and
21qualified as may be provided by law and shall not be subject to
22removal by the Governor. If the Lieutenant Governor fails to
23qualify or if his office becomes vacant, it shall remain vacant
24until the end of the term.
