SENATE RESOLUTION
WHEREAS, The members of the Illinois Senate are saddened
to learn of the death of Thomas F. "Tom" Swoik Sr. of
Springfield, who passed away on July 21, 2023; and
WHEREAS, Tom Swoik was born to Thomas Anton and Ruth Marie
Hodack Swoik in Springfield on June 27, 1948; he graduated
from Springfield High School in 1966; he earned his Associate
of Arts in Business Management from Springfield College in
Illinois in 1968; he received his Bachelor of Science in
Business Administration from Murray State University in
Murray, Kentucky in 1971; he married Gayle Davis in
Springfield on May 6, 1972; he earned his Master of Arts in
Business Education from the University of Illinois at
Springfield in 1983; and
WHEREAS, Tom Swoik served as accounting manager for City
Water, Light & Power, comptroller of Springfield School
District 186, accounting instructor at Lincoln Land Community
College, reimbursement manager of Nutrition at the Illinois
State Board of Education, deputy director of Program Support
for the Illinois Department of Children and Family Services,
and deputy administrator of Finance and Administration for the
Illinois Gaming Board until his retirement in 2001; and

WHEREAS, After retiring, Tom Swoik was employed as
executive director of the Illinois Casino Gaming Association,
during which time he served as a lobbyist, until late 2021; he
then served as business manager for St. Agnes Parish until his
passing; and
WHEREAS, Tom Swoik was involved in St. Agnes Parish and
served on the St. Agnes School Board; he was also a member of
the Springfield Rotary Club; and
WHEREAS, Tom Swoik was known for his affability,
generosity, and kindness; he will be remembered for the
unconditional love he held for his family; and
WHEREAS, Tom Swoik was preceded in death by his parents;
his stepfather, Imy J. Feuer; his sister, Carolyn (Kerry)
Vanderhoof; and his parents-in-law, Colonel Charles E. and
Esther M. Davis; and
WHEREAS, Tom Swoik is survived by his wife, Gayle Swoik;
his son, Thomas F. "T.J." Swoik Jr.; his daughter, Jaime
Linderman; his grandchildren, Madalyn and Charlie Linderman;
his brother, Jeffrey (Judy) Davis; his aunt, Judy Endres; his
nieces and nephews, Susan (Jeff) Hartnett, Sara (Patrick)
Krepps, Lysle Hartnett, Layne Hartnett, Mike (Lawra)
Vanderhoof, Eade Vanderhoof, and Hanna Vanderhoof; his

brother-in-Law, John Vanderhoof; and countless friends;
therefore, be it
RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL
ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
Thomas F. "Tom" Swoik Sr. and extend our sincere condolences
to his family, friends, and all who knew and loved him; and be
it further
RESOLVED, That a suitable copy of this resolution be
presented to the family of Tom Swoik as an expression of our
deepest sympathy.
