SENATE RESOLUTION
2 WHEREAS, The members of the Illinois Senate are saddened
3to learn of the death of Thomas F. "Tom" Swoik Sr. of
4Springfield, who passed away on July 21, 2023; and
5 WHEREAS, Tom Swoik was born to Thomas Anton and Ruth Marie
6Hodack Swoik in Springfield on June 27, 1948; he graduated
7from Springfield High School in 1966; he earned his Associate
8of Arts in Business Management from Springfield College in
9Illinois in 1968; he received his Bachelor of Science in
10Business Administration from Murray State University in
11Murray, Kentucky in 1971; he married Gayle Davis in
12Springfield on May 6, 1972; he earned his Master of Arts in
13Business Education from the University of Illinois at
14Springfield in 1983; and
15 WHEREAS, Tom Swoik served as accounting manager for City
16Water, Light & Power, comptroller of Springfield School
17District 186, accounting instructor at Lincoln Land Community
18College, reimbursement manager of Nutrition at the Illinois
19State Board of Education, deputy director of Program Support
20for the Illinois Department of Children and Family Services,
21and deputy administrator of Finance and Administration for the
22Illinois Gaming Board until his retirement in 2001; and

1 WHEREAS, After retiring, Tom Swoik was employed as
2executive director of the Illinois Casino Gaming Association,
3during which time he served as a lobbyist, until late 2021; he
4then served as business manager for St. Agnes Parish until his
5passing; and
6 WHEREAS, Tom Swoik was involved in St. Agnes Parish and
7served on the St. Agnes School Board; he was also a member of
8the Springfield Rotary Club; and
9 WHEREAS, Tom Swoik was known for his affability,
10generosity, and kindness; he will be remembered for the
11unconditional love he held for his family; and
12 WHEREAS, Tom Swoik was preceded in death by his parents;
13his stepfather, Imy J. Feuer; his sister, Carolyn (Kerry)
14Vanderhoof; and his parents-in-law, Colonel Charles E. and
15Esther M. Davis; and
16 WHEREAS, Tom Swoik is survived by his wife, Gayle Swoik;
17his son, Thomas F. "T.J." Swoik Jr.; his daughter, Jaime
18Linderman; his grandchildren, Madalyn and Charlie Linderman;
19his brother, Jeffrey (Judy) Davis; his aunt, Judy Endres; his
20nieces and nephews, Susan (Jeff) Hartnett, Sara (Patrick)
21Krepps, Lysle Hartnett, Layne Hartnett, Mike (Lawra)
22Vanderhoof, Eade Vanderhoof, and Hanna Vanderhoof; his

1brother-in-Law, John Vanderhoof; and countless friends;
2therefore, be it
3 RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL
4ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
5Thomas F. "Tom" Swoik Sr. and extend our sincere condolences
6to his family, friends, and all who knew and loved him; and be
7it further
8 RESOLVED, That a suitable copy of this resolution be
9presented to the family of Tom Swoik as an expression of our
10deepest sympathy.
