Summary

Requires the board for the coordination of programs serving vulnerable individuals (board) to develop: (1) a five year plan for a statewide, coordinated service system to improve services for children; (2) a five year plan for in-home and out-of-home placement of youth in the child welfare and juvenile justice system; and (3) a five year plan to identify ongoing mechanisms to ensure flexible funding for youth services from multiple agencies. Requires the board to make a preliminary report by September 1, 2011, and to present the plans to the governor and the legislative council by June 1, 2012. Requires another report by January 15, 2015.
