Bill Title: Bureau of motor vehicles matters. Provides that certain vehicles are exempt from the motor vehicle excise tax in certain instances. Provides for a limited registration permit that allows a person to operate a vehicle on limited days identified by the person. Requires the bureau of motor vehicles to develop a decal to identify operators of motor vehicles who are less than 18 years of age or at least 75 years of age. Establishes the yellow dot emergency medical information program.
