Summary

Amend and create various sections of KRS Chapter 65 to add definitions; create the Kentucky 911 Oversight Board; change duties of the state administrator of 911 emergency telecommunications to include next generation 911 and reflect other technical changes; establish Kentucky 911 fund; change the duties of the board to reflect needs of next generation 911 system; include new items to be implemented by administrative regulation by the board; require the board to gather information to be used to set statewide 911 service charge; provide process by which the board will establish a statewide 911 service charge by administrative regulation; provide for the establishment and collection of the prepaid wireless 911 service charge; include provisions by which the collection of the CMRS service charge shall end; include provisions by which the distributions from the CMRS fund will end; provide a distribution formula for funds from the 911 fund; make technical changes required by the transition to a 911 board that collects the 911 service charge from all communication devices; make technical changes required by the transition to a next generation 911 system; include provisions by which the imposition of any special tax, license, or fee by a local government on landlines for the funding of 911 emergency services will end; amend KRS 39G.040 to conform; create new sections of KRS Chapter 142 to provide for the collection and remittance of the 911 service charge and prepaid wireless 911 service charge to the Department of Revenue; amend KRS 136.660 to conform.
