Summary

Create a new section of KRS Chapter 186 to allow the Transportation Cabinet to enter into a mutual contract with another country for reciprocity in the issuance of operator's licenses; establish standards for contracts; exclude commercial driver's licenses from the reciprocity provisions; direct the Transportation Cabinet to promulgate administrative regulations; direct the Transportation Cabinet to maintain and make public a list identifying each country with which it has entered into a mutual agreement; amend KRS 186.480 to exempt applicants applying for an operator's license under reciprocity provisions from testing requirements; amend KRS 186.412 to conform.
