Summary

Create a new section of KRS Chapter 278 to allow a water district formed pursuant to KRS Chapter 74 or a water association formed pursuant to KRS Chapter 273 to charge a late payment charge of 10% of the amount billed; specify that the late payment charge meet certain requirements; prohibit the Public Service Commission from modifying, rejecting, or suspending late payment charges established by tariff.
