Summary

Create a new section of KRS Chapter 189 to allow overweight and overdimensional vehicle permit holders to unload cargo while stopped on a public roadway for a period not to exceed 60 minutes without an additional permit, and up to four hours if issued by permit by the Transportation Cabinet; permit the operation of driveable cargo from the loading point to the destination point on a public roadway; allow a public roadway to be covered in order to prevent any damage to the roadway during the unloading process or the operation of the cargo on a public roadway; direct the Transportation Cabinet to prescribe administrative regulations to implement the unloading provisions; amend KRS 189.990 to establish a penalty for violating the time limits; amend KRS 189.450 to conform.
