Create a new section of KRS 199 to establish legislative findings related to faith-based and religiously affiliated child-placing agencies and child-caring facilities; create new sections of KRS 199 to establish definitions; establish provisions that protect faith-based and religiously affiliated child-placing agencies and child-caring facilities from discrimination or retribution; and allow faith-based and religiously affiliated child-placing agencies and child-caring facilities to take action in courts.
