Requiring the running of the period of approval for specified construction and development permits issued by the State or a county or municipality to be tolled beginning on January 1, 2008, and ending on December 31, 2012; requiring a person who was issued a specified permit by the State, a county, or a municipality that will expire during the period beginning January 1, 2008, and ending December 31, 2012, to pay applicable renewal or permit extension fees; etc.
