Requiring that circuit court and orphans' court judges in Baltimore County be elected in nonpartisan elections; providing that specified provisions of law govern the nomination and election of judges of the circuit court and orphans' court; requiring that any eligible voter be eligible to vote in a primary election for judge of the circuit court and orphans' court; requiring the local board of elections to determine whether a candidate qualifies for judge of the circuit court or orphans' court; etc.
