Summary

Establishing that, notwithstanding specified provisions of law, a person has the right to choose to participate in a private health insurance system or plan; establishing that, notwithstanding specified provisions of law and subject to a specified exception, a person has the right to pay for lawful medical services without interference; prohibiting a penalty, tax, fee, or fine of any type from being imposed on a person under specified circumstances; etc.
