Summary
Altering the definition of "grievance", for purposes of provisions of law governing grievance procedures for specified employees in the State Personnel Management System, to include a dispute about a counseling memorandum issued to a specified State employee; and repealing a provision of law that prohibits a specified State employee from taking specified action in response to a counseling memorandum.
