Summary

Urging the Federal Trade Commission, the Department of Justice, and the Department of Health and Human Services to adopt regulations to guide the development of accountable care organizations and establish antitrust safe harbors that will allow health care providers to form and deliver care through accountable care organizations; and requesting that the United States Congress consider whether additional legislation, including antitrust safe harbor protections, is desirable to ensure health care delivery system reforms can be fully realized.
