A bill to require certain conditions on health benefits that
public employers offer to their employees and elected officials.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 1. This act shall be known and may be cited as the
"health benefit cost sharing act".
Sec. 2. As used in this act:
(a) "Health benefits" means medical, dental, or vision health
care coverage.
(b) "Public employer" means this state; a city, village,
township, county, or other political subdivision of this state; any
intergovernmental, metropolitan, or local department, agency, or
authority, or other local political subdivision; or a school
district, a public school academy, or an intermediate school
district, as those terms are defined in the revised school code,
1976 PA 451, MCL 380.1 to 380.1852.
Sec. 3. (1) If a public employer offers health benefits to its
employees or elected officials, each employee or elected official
shall pay a percentage of the premium cost of the health benefits
that equals or exceeds 15%.
(2) Health benefit copayments, deductibles, or coinsurance
payments are in addition to, and not included in, the share of the
cost of health benefits required under subsection (1).
