SENATE BILL No. 4

 

 

January 19, 2011, Introduced by Senator PAPPAGEORGE and referred to the Committee on Appropriations.

 

 

 

     A bill to amend 1984 PA 431, entitled

 

"The management and budget act,"

 

(MCL 18.1101 to 18.1594) by adding section 365.

 

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 

     Sec. 365. (1) Each year after the revenue estimating

 

conference in May, but not later than May 30, the governor, the

 

senate majority leader, the senate minority leader, the chairperson

 

of the senate appropriations committee, the minority vice-

 

chairperson of the senate appropriations committee, the speaker of

 

the house of representatives, the minority leader of the house of

 

representatives, the chairperson of the house of representatives

 

appropriations committee, and the minority vice-chairperson of the

 

house of representatives appropriations committee shall meet and

 

determine the budget target for each individual department budget

 


based on available revenues determined at the immediately preceding

 

revenue estimating conference.

 

     (2) If the budget targets for each individual department

 

budget are not determined by the time provided in subsection (1),

 

the governor, the senate majority leader, the senate minority

 

leader, the chairperson of the senate appropriations committee, the

 

minority vice-chairperson of the senate appropriations committee,

 

the speaker of the house of representatives, the minority leader of

 

the house of representatives, the chairperson of the house of

 

representatives appropriations committee, and the minority vice-

 

chairperson of the house of representatives appropriations

 

committee shall meet in continuous session until those

 

determinations are made.

 

     (3) Once the budget targets are determined, a document

 

delineating each individual department budget target shall be

 

signed by the governor, the senate majority leader, the chairperson

 

of the senate appropriations committee, the speaker of the house of

 

representatives, and the chairperson of the house of

 

representatives appropriations committee. Copies of that document

 

shall then be made available to all members of the legislature and

 

published on the website of the state budget office.

 

     (4) The senate majority leader, the senate minority leader,

 

the speaker of the house of representatives, and the minority

 

leader of the house of representatives shall meet not less than 1

 

time each calendar quarter to discuss budget and other legislative

 

issues.

 

     (5) As used in this section:

 


     (a) "Budget target" means the amount of general fund revenue

 

allocated in a department budget bill. For department budgets that

 

include state school aid fund revenues, the budget target shall

 

include the amount of state school aid fund revenue allocated in

 

that budget bill.

 

     (b) "Department budget" means a budget that proposes to fund a

 

state department, state agency, institution of higher education, or

 

public school.
