1.1A bill for an act
1.2relating to elections; providing term limits for state legislators; proposing an
1.3amendment to the Minnesota Constitution, article IV, section 6.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. CONSTITUTIONAL AMENDMENTS PROPOSED.
1.6An amendment to the Minnesota Constitution is proposed to the people. If the
1.7amendment is adopted, article IV, section 6, will read:
1.8Sec. 6. Senators and representatives shall be qualified voters of the state, and shall have
1.9resided one year in the state and six months immediately preceding the election in the
1.10district from which elected. A person may not be elected more than four times to the office
1.11of senator or six times to the office of representative. For purposes of this term limitation,
1.12election at a special election counts as one of the four or six elections. Each house shall be
1.13the judge of the election returns and eligibility of its own members. The legislature shall
1.14prescribe by law the manner for taking evidence in cases of contested seats in either house.

1.15    Sec. 2. SUBMISSION TO VOTERS.
1.16The proposed amendment must be submitted to the people at the 2012 general
1.17election. The question submitted must be:
1.18"Shall the Minnesota Constitution be amended to place limits on the number of
1.19terms of office of state legislators?

1.21
No ......."
1.22Elections before 2012 must be disregarded in determining the limits imposed by
1.23the amendment.
