AN ACT

To amend chapter 67, RSMo, by adding thereto one new section relating to the payment of wages and salaries in political subdivisions.




Be it enacted by the General Assembly of the state of Missouri, as follows:


            Section A. Chapter 67, RSMo, is amended by adding thereto one new section, to be known as section 67.152, to read as follows:

            67.152. 1. As used in this section, "payroll debit card" means a stored value debit card that provides an employee access to the employee's wages for withdrawal or transfer by the employee through a network of automatic teller machines. The term includes cards commonly known as payroll debit cards, payroll cards, and paycards.

            2. Notwithstanding any other provision of law to the contrary, any political subdivision of the state may establish an electronic funds transfer system to transfer directly into an employee's accounts in financial institutions in payment of any account allowed against the political subdivision. A single transfer may contain payments to multiple payees.

            3. Any political subdivision that establishes an electronic funds transfer system under this section shall provide for the issuance of a payroll debit card, or a check, draft, or other voucher, to the employee if requested by the employee or if the employee fails to designate an account for electronic funds transfer.
