AN ACT

To repeal section 21.260, RSMo, and to enact in lieu thereof one new section relating to the initiative to save act.

Be it enacted by the General Assembly of the state of Missouri, as follows:

            Section A. Section 21.260, RSMo, is repealed and one new section enacted in lieu thereof, to be known as section 21.260, to read as follows:

            21.260. 1. Appropriations for the operation and maintenance of departments shall be separately itemized; and separate appropriations shall be made for each item of extraordinary operation and maintenance expenditure and for each major capital expenditure. Every appropriation law shall distinctly specify the amount and purpose of the appropriation without reference to any other law to fix the amount or purpose.

            (1) Twenty-five percent shall be retained by the department, agency, or office in addition to any appropriations made to such department, agency, or office in the next succeeding fiscal year;

            (2) Twenty-five percent shall be deposited to the credit of the budget reserve fund established under Article IV, Section 27(a) of the Missouri Constitution; and

            (3) Fifty percent shall be deposited to the credit of the state general revenue fund.
