AN ACT

To amend chapter 160, RSMo, by adding thereto one new section relating to the observance of a moment of silence in schools.




Be it enacted by the General Assembly of the state of Missouri, as follows:


            Section A. Chapter 160, RSMo, is amended by adding thereto one new section, to be known as section 160.2115, to read as follows:

            160.2115. 1. Any school district within the state may choose to allow schools within the district to observe a brief period of silence at the opening of every school day in individual classrooms, not to exceed two minutes in duration, with the participation of all the pupils assembled within the classroom. This period shall not be conducted as a religious exercise but shall be an opportunity for silent reflection on the anticipated activities of the day.

            2. School districts electing to allow schools to include a moment of silence within the school day under this section shall establish a policy on moment of silence observance which shall include, but not be limited to:

            (1) A schedule for observance of the moment of silence;

            (2) Expectations as to what behavior is permissible during observance of the moment of silence; and

            (3) Consequences for improper behavior during the observance of the moment of silence.
