A CONCURRENT RESOLUTION COMMENDING JACK WINSTEAD FOR HIS INTEGRAL WORK IN SUPPORT OF THE MISSISSIPPI VETERANS MEMORIAL CEMETERY AND ACKNOWLEDGING HIS LIFELONG COMMITMENT TO THE STATE OF MISSISSIPPI.

     WHEREAS, Jack Winstead of Lawrence, Mississippi, has loyally served the State of Mississippi and her citizens as a public servant, volunteer and private citizen for over 50 years; and

     WHEREAS, a timber farmer managing forest land in Neshoba County, Jack Winstead earned a bachelor's degree in agriculture from Mississippi State University before completing graduate studies at State and the University of Oklahoma; and

     WHEREAS, in 1997, Jack Winstead, a native of Neshoba County, retired as Deputy State Conservationist for the United States Department of Agriculture (USDA) Natural Resource Conservation Service after 37 years of loyal service; and

     WHEREAS, over the years, Mr. Winstead has held a leadership role in numerous organizations, including his service as:  past Chairman of the Mississippi Soil and Water Conservation Commission; past President of the Mississippi Association of Conservation Districts; past national board member of the National Association of Conservation Districts; and past President of the Lions Club and Exchange Club; and

     WHEREAS, currently, Jack Winstead serves as Chairman of the Mississippi Department of Environmental Quality, President of the Pearl River Valley Water Supply District Board of Directors, Vice Chairman of the Board of Directors of Southern AgCredit, Commissioner of the Newton County Soil and Water Conservation District, and Vice Chairman of the Board of Trustees of East Central Community College; and

     WHEREAS, having served in the Mississippi Air National Guard, Mr. Winstead is a staunch supporter and advocate for veterans of the United States military and has played a pivotal role in ensuring that Mississippi's military veterans have a hallowed place of final rest by personally leading the efforts to construct the Mississippi Veterans Memorial Cemetery in Newton County; and

     WHEREAS, after helping secure the passage of legislation initially authorizing the development and construction of the Mississippi Veterans Memorial Cemetery in 2004, Mr. Winstead spearheaded the efforts to locate the cemetery in Newton County and worked tirelessly with local, state and federal officials to find a suitable site until 76 acres of beautiful pasture land then held by Mississippi State University were identified and transferred to the State Veterans Affairs Board for the cemetery; and

     WHEREAS, in 2007, Mr. Winstead's continuous service to others and outstanding leadership abilities earned him the honor of being named to the Hall of Fame of the Southeastern Association of Conservation Districts; and

     WHEREAS, in addition, Mr. Winstead, who humbly credits others for many of his successes, was appropriately selected the Newton County Citizen of the Year in 2008; and

     WHEREAS, in more recent years, Jack Winstead has continued his efforts on behalf of Mississippi's veterans as President of the Board of the Friends of Mississippi Veterans, a nonprofit organization he helped establish in 2009 to support the missions of the State Veterans Affairs Board, the Mississippi Veterans Memorial Cemetery and the veterans nursing homes in Mississippi; and

     WHEREAS, as its inaugural project, the Friends of Mississippi Veterans raised money to construct a beautiful carillon that will be a central feature of the Veterans Cemetery, standing as a lasting tribute to Mississippi's heroes who have served our great country; and

     WHEREAS, always putting faith and family first, Mr. Winstead, an active member of Clarke-Venable Baptist Church in Decatur, has been lovingly supported in all of his endeavors by his wife of many years, Jeanette; children, Allen, Leslie, Lori and Deborah, who passed away in 1997; and seven grandchildren; and

     WHEREAS, it is the policy of this Legislature that, as the Mississippi Veterans Memorial Cemetery prepares to open in the year 2011, it is most appropriate to bring special recognition to the person whose unwavering commitment and leadership has been the single most important key to the project's success, Jack Winstead, a remarkable yet humble individual whose lifetime of tireless service to his community, state and fellowman is an inspiration to which all citizens of our state may aspire:

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, THE SENATE CONCURRING THEREIN, That we do hereby commend Jack Winstead for his integral work in support of the Mississippi Veterans Memorial Cemetery, acknowledge his lifelong commitment to the State of Mississippi and extend warmest wishes for good health, joy and continued success in all of his future endeavors.

     BE IT FURTHER RESOLVED, That copies of this resolution be furnished to Jack Winstead and to the members of the Capitol Press Corps.
