A CONCURRENT RESOLUTION COMMENDING THE MISSISSIPPI WING OF THE CIVIL AIR PATROL FOR ITS RESPONSE TO THE DEEPWATER HORIZON OIL WELL EXPLOSION IN THE GULF OF MEXICO.

     WHEREAS, the Civil Air Patrol, the official auxiliary of the United States Air Force, is a nonprofit organization with more than 60,000 members nationwide; and

     WHEREAS, the Mississippi Wing of the Civil Air Patrol began support of the Deepwater Horizon mission, working a state-funded mission for the Department of Marine Resources and the Department of Environmental Quality on May 3, 2010; and

     WHEREAS, on May 17, 2010, the Civil Air Patrol, led by the Southeast Region Commander, joined the federal Deepwater Horizon effort supporting the United States Coast Guard, United States Air Force, United States Navy and other federal partners working out of the command center in Mobile, Alabama; and

     WHEREAS, a flight crew flew the entire Mississippi coastline on a daily basis as weather permitted, reporting on oil spill conditions, boom placements and conditions of the coastline and wetlands; and

     WHEREAS, for over four months volunteers worked 8 to 12 hours a day supporting the response to the Deepwater Horizon explosion and resulting oil spill, providing still imagery, digital video and other reconnaissance activities which proved to be a valuable resource for planning, reaction, logistical placement of oil containment booms and information to government officials and the general public; and

     WHEREAS, the reconnaissance assisted the Department of Marine Resources and the Department of Environmental Quality in assessing the potential effects of the oil on the Mississippi coastline, barrier islands, wetlands, fishermen, businesses and tourists; and

     WHEREAS, the Mississippi Civil Air Patrol aircrews made more than 70 flights, accumulating more than 170 flight hours and countless man-hours of ground and communication support; and

     WHEREAS, air and ground crews supporting the operation are from three coastal squadrons, namely, Diamondhead Squadron, Berta Edge Composite Squadron in Biloxi and Singing River Squadron in Jackson County; and

     WHEREAS, the mission was also supported by members from the Pine Belt Composite Squadron in Hattiesburg, James McKinnie Composite Squadron in Jackson and members of the Mississippi Wing Headquarters in Jackson; and

     WHEREAS, it is the policy of this Legislature to recognize extraordinary volunteer efforts that benefit our state and its people, such as the exemplary efforts of the Mississippi Wing of the Civil Air Patrol:

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, THE SENATE CONCURRING THEREIN, That we do hereby recognize and commend the Mississippi Wing of the Civil Air Patrol for its vitally important contributions to the Deepwater Horizon oil well explosion response.

     BE IT FURTHER RESOLVED, That copies of this resolution be furnished to the Mississippi Wing of the Civil Air Patrol and to the members of the Capitol Press Corps.
