AN ACT TO CREATE THE SCHOOL EMERGENCY RESPONSE MAPPING DATA PROGRAM IN THE MISSISSIPPI ATTORNEY GENERAL'S OFFICE; TO AUTHORIZE EACH SCHOOL DISTRICT TO APPLY FOR FUNDS FOR MAPPING DATA FOR SCHOOL BUILDINGS IN AN EFFORT TO PROVIDE PUBLIC SAFETY AGENCIES WITH ACCESS TO ACCURATE MAPPING DATA TO ENSURE EFFICIENT RESPONSES TO ANY EMERGENCY ON A SCHOOL CAMPUS; TO AUTHORIZE SCHOOL DISTRICTS TO USE SUCH FUNDS TO PROCURE A VENDOR; TO SET CERTAIN REQUIREMENTS RELATED TO THE SCHOOL MAPPING DATA; TO PROVIDE THAT PUBLIC SAFETY AGENCIES AND SCHOOL DISTRICTS SHALL HAVE PERPETUAL ACCESS TO ALL MAPPING DATA DEVELOPED FOR THIS PROGRAM AT NO COST; AND FOR RELATED PURPOSES.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  (1)  In order to facilitate efficient emergency response, the School Emergency Response Mapping Data Program is hereby created within the Mississippi Attorney General's Office.  Each school district, in consultation with the police department or sheriff's department having jurisdiction, shall apply to receive funds from the program to provide school mapping data for every public and private K-12 school building in the district.  The school district shall use funds appropriated by the legislature into a School Emergency Response Mapping Data Grant Fund within the Mississippi Attorney General's Office to satisfy all of the requirements of this section, which may include procuring a vendor to do so.  The entity producing the data is responsible for providing the data to the applicable first responder departments for use in response to emergencies.  The end state of this program is to establish a single verified source of mapping data for each school in the State of Mississippi that is standardized, accurate and accessible to public safety agencies to ensure an efficient response to any emergency on a school campus.

     (2)  School mapping data must be provided in an electronic or a digital format to assist first responders in responding to emergencies at schools.

     (3)  The school mapping data provided must:

          (a)  Be compatible with software platforms used by local, state and federal public safety agencies that provide emergency services to the specific school for which the data is provided without requiring such agencies to purchase additional software or requiring a fee to view or access the data;

          (b)  Be in a printable format and, if requested in addition to paragraph (a), be in a digital file format that can be integrated into interactive mobile platforms in use;

          (c)  Be verified by entity producing data for accuracy by a walk-through of school buildings and grounds;

          (d)  Be oriented true north;

          (e)  Include accurate floor plans overlaid on current, verified aerial imagery of campus;

          (f)  Contain site-specific labeling that matches the structure of school buildings, including room labels, hallway names and external door or stairwell numbers and locations of hazards, critical utility locations, key boxes, automated external defibrillators and trauma kits;

          (g)  Contain site-specific labeling that matches the school roads, and neighboring properties; and

          (h)  Be overlaid with gridded x/y coordinates.

     (4)  Any future updates to school mapping data shall be accessible in software platforms used by local, county, state and federal public safety agencies that provide emergency services to the specific school.

     (5)  Public safety agencies and school districts shall have perpetual access to all school mapping data developed for this grant program at no cost.

     SECTION 2.  This act shall take effect and be in force from and after July 1, 2024.
