A BILL TO BE ENTITLED

AN ACT TO appropriate FUNDs for EDUCATIONAL PROGRAMS TO PROTECT CHILDREN FROM ONLINE PREDATORS.

The General Assembly of North Carolina enacts:

SECTION 1.  There is appropriated from the General Fund to the Governor's Crime Control Commission the sum of one hundred seventy-five thousand dollars ($175,000) to fund grants to schools and school districts for age‑appropriate education of students through the online predator curriculum developed by the Drug Abuse Resistance Education (DARE) program, or a similar curriculum approved by the Commission that incorporates all of the following elements:

(1)        Responsible online communication and safe interaction with others online.

(2)        Relating online behavior to real world consequences.

(3)        Understanding of the threats posed by child predators and appropriate ways to recognize and respond to strangers online.

(4)        Awareness and prevention of risks such as malicious software, spam, and identity theft.

SECTION 2.  This act becomes effective July 1, 2010.
